Description

The European Commission (EC) is calling for proposals to promote and enhance the contribution of the private sector to sustainable and inclusive growth in Madagascar.

Benefit

Objectives

  • The general objective of this call for proposals is: the promotion and enhancement of the contribution of private companies to the objectives of sustainable development and inclusive growth in Madagascar.
  • The specific objective(s) of this call for proposals is/are: the design, implementation and promotion of actions encouraging good practice in terms of social and environmental responsibility (CSR) in the private sector, in terms of decent work, reasonable and responsible production, and effective contribution to national sustainable development policies in Madagascar, including through the encouragement of formalization.
  • The overall indicative amount made available under this call for proposals is EUR 1,300,000. Any grant requested under this call for proposals must fall between the following minimum and maximum amounts: minimum amount: EUR 100,000 maximum amount: EUR 400,000

Priorities

This call for proposals has as priority(ies): the implementation and scaling up of actions that value and encourage:

  • The positive impact of companies on society (at the social, environmental and economic level), through their activities and their commercial relations, and their contribution to the challenges of sustainable development in Madagascar (strategies and actions in terms of Social Responsibility and Environmental)
  • Decent work, inclusion and poverty reduction (creation of decent jobs, establishment of better working conditions, respect for social standards, etc.)
  • Economic empowerment of women and girls, young people and vulnerable groups
  • A transition to a green and inclusive economy, through responsible investments that respect environmental rules
  • Promoting sustainable, fair, ethical and responsible business practices
  • A gradual transition from the informal to the formal economy
  • Support or encouragement for the formalization of very small and medium-sized enterprises,
  • Compliance with tax and social standards at the national level,

Eligibility

  • Lead Applicant(s)
    • To be eligible for a grant, the lead applicant must:
      • be a legal entity
      • have no profit motive
      • be established in a Member State of the European Union or in one of the following countries:
        • ACP countries;
        • beneficiaries of the Instrument for Pre-Accession Assistance;
        • Member States of the European Economic Area;
        • overseas countries and territories;
        • developing countries and territories, included in the list of ODA recipients drawn up by the OECD DAC, which are not members of the G20, without prejudice to the status of the Republic of South Africa, governed by protocol 3 of the partnership agreement;
        • the countries for which the Commission has adopted a decision approving the request for reciprocal access to external aid in agreement with the ACP countries;
        • Currently, there is no such country.
        • OECD Member States, in the case of contracts executed exclusively in a least developed country (LDC) or in a heavily indebted poor country (HIPC).
      • This obligation does not apply to international organizations;
        • be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary and
        • be a non-governmental organization, legally established for at least three years, representative of the Malagasy private sector and bringing together among its members companies from the Malagasy private sector or other groups of Malagasy companies,
        • be active and involved in the national dialogue and reform processes between the private sector and the Malagasy national authorities
  • Co-applicants
    • Only actions submitted as part of a partnership between a minimum of two eligible organizations will be accepted. It is not recommended to have more than three co-applicants. Co-applicants must have been legally established in Madagascar for a minimum of three years.
    • Co-applicants participate in the development and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
    • Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
    • Co-applicants must sign the mandate .
    • If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
  • Affiliated Entities
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
      • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
